Directive 2006/32/EC
Policy measure

According to Directive 2006/32/EC of the European Parliament and of the Council of 5 April 2006 on energy end-use efficiency and energy services, the improvement of energy efficiency among industrial operators through the management of energy demand and the drawing up of energy balance sheets is one of the energy efficiency priorities for Romania. In this regard information and legislative measures are taken along with the implementation of information campaigns and energy balance sheets. (EUR-Lex, 2006)

Implementation

The NEEAP (2006) describes the targeted energy efficiency actions:

  • “To ensure that industrial energy consumers respect the obligation to possess their own system for the measuring, verification and monitoring of energy consumption in accordance with the provisions of Law No 199/2000.

  • The introduction of modern systems of measurement and inspection, including computer-assisted systems, for the monitoring and continued evaluation of energy efficiency are introduced.”

Energy balance sheets are drawn up in the following manner: Consumers who use between 200 and 1,000 toe must obtain an energy balance sheet every other year, drawn up by individuals authorized by ARCE. Consumers using more than 1,000 toe of energy per year must compile an energy balance sheet annually. Energy efficiency programmes must include both short-term programmes encompassing little or no cost and which do not involve major investments, as well as long-term programmes with a duration of 3-6 years involving investments for which feasibility studies will be carried out. The key focus is on the implementation of energy efficiency measures recommended by the energy balance sheet and the inclusion of these in energy efficiency programmes. (NEEAP, 2006)
