Egypt National Cleaner Production Center (ENCPC)
Policy measure

According to the United Nations Industrial Development Organization (UNIDO) (2011), “the Egypt National Cleaner Production Center (ENCPC) is a joint initiative between the Ministry of Trade and Industry (MTI) and UNIDO.  It is an integral part of the ministry network of Technology Transfer and Innovation Centers (ETTIC) supporting the modernization of Egyptian industry, and covering 10 industrial sectors.”


One of the ENCPCs missions is to “enhance productivity and improve environmental performance of Egyptian industries and to contribute to their long term competitiveness on national and global markets” (UNIDO, 2011).

Implementation

Based on local and international expertise, the ENCPC offers services to the Egyptian industry, including (UNIDO, 2011):

  • “Technical assistance for cleaner production including technology transfer and access to available financing packages.
  • Technical assistance for Clean Development Mechanism (CDM) projects.
  • Industrial waste management and recycling initiatives (closing the material cycles).
  • Assistance for environmental labels (e.g. OekoTex for textiles), (Environmental Management system ISO 14001, OHSAS) and quality labels (CE mark).
  • Applying the new, service-oriented business model of Chemical Leasing to companies.
  • Implement training programmes.
  • Supply Chain Management including Corporate Social Responsibility (CSR, SA 8000)
  • Assistance for Compliance to national and international standards and regulations.”

Outcomes

Examples of outcomes of the ENCPC include (UNIDO, 2011):

  • Technical assistance on energy efficiency audits for 22 Egyptian companies.

  • A dying company, in which energy was lost due to burner inefficiency of boilers, reported a significant cost reduction after receiving guidance from the ENCPC. In total, the company had annual net savings of L.E 70.000.

  • The company, El-Shourok, in which the installation of a closed cycle unit was required to reduce water consumption also achieved cost reductions leading to an annual saving of L.E 400.000.
