DSM Working Group
Policy measure

According to USAID (2008), Perusahaan Listrik Negara (PLN) established a DSM (Demand Side Management) Working Group and released an ambitious Integrated Resource Plan action plan calling for peak shaving programmes, CFL programmes and mobilizing captive power potential.

Implementation

The following activities were initiated by the DSM working group (USAID, 2008):

  • “Establishment of testing labs within PLN, MEMR, BPPT, MOE and IT Bandung.
  • Broad introduction of CFLs by PLN (cross-reference)
  • Free energy audits for large industrial consumers (cross reference)
  • Testing of automobile energy performance by MOE.”
Challenges

DSM programmes are hampered by subsidized energy prices that make investments in many energy efficiency activities unattractive (USAID, 2008).
