According to ECLAC (2010), the Ministry of Popular Power for Energy and Oil and stakeholders involved in the manufacture, import and trade in electrical appliances, along with the country’s standardization and certification institution and the major power companies and technological research institutes collaborated to establish standards and labelling in the period between 1995 and 2000.

Since 1999, energy consumption testing methods and capacity measures, labelling and energy consumption reports were compiled for refrigerators, refrigerator-freezers and freezers. General testing methods, methods for testing cooling capacity, energy consumption and energy efficiency were developed for window type air conditioners and air conditioners. In 2000, labelling and energy efficiency reports were compiled for window type air conditioners (ECLAC, 2010).
