Policy measure

Under the current institutional and administrative framework in Argentina, energy policy is principally the responsibility of the Ministry of Planning, Public Investment and Services. Under this Ministry, the Secretariat of Energy (SE) is the main body initiating energy-related programmes (ECLAC, 2010).


According to ECLAC (2010), the aim of energy efficiency in the country is to ensure energy supply in an efficient manner while balancing this with the availability of natural resources and the least possible impact on the environment. Other aims are to achieve greater end use energy efficiency, promote the use of new and renewable energy technologies, increase supply in rural areas and reduce the environmental impact of providing energy services and diversify energy supply.  The role of the Ministry of Planning, Public investment and Services is to coordinate the initiatives undertaken in the area of energy so they converge with those of the SE.   


Apart from this, the Government of Argentina has implemented a line of energy efficiency programmes. These four programmes are called PROENER, PROCAE, PIEEP and PUREE, each with its specific purpose and focus (ECLAC, 2010).  


Due to the lack of information on implementation period, the most recent year has been applied.

Challenges

The policy authority of the SE has substantially decreased as the new government of May 2003 has shifted decision-making on energy efficiency policy and measures to the National Promotional Office at the Secretariat of Energy, which includes the Energy Efficiency Coordination Unit (ECLAC, 2010).

Outcomes

The outcomes of the government’s action to establish institutions which deal with energy efficiency and saving are the following (ECLAC, 2010):


PROENER, Argentina’s Energy Efficiency Program, has various programmatic areas to decrease energy consumption and increase energy efficiency.


PROCAE, the Electric Appliances Quality Program, implements policy mandates to label a set of household appliances according to defined standards and carries out refrigerator and lamp exchange activities.


PIEEP, the Increased Productive Energy Efficiency in Industry Program, seeks to enhance energy efficiency in industry.


PUREE, the Program for the Rational Use of Electric Energy, is a separate programme targeting the electricity market with the objective of reducing energy consumption by 10% over the 2003-2004 baseline year, through the use of allowances and charges within each consumer category.
