Policy measure

The Egypt National Cleaner Production Center (ENCPC) has been initiated by the joint efforts of the Ministry of Trade and Industry (MTI) and the United Nations Industrial Development Organization (UNIDO) (UNIDO, 2011). The ENCPC supports various industrial sectors with the aim to (i) “enhance productivity and improve environmental performance of Egyptian industries and to contribute to their long term competitiveness on national and global markets; (ii) support investment in environmentally sound technologies (ESTs); (iii) coordinate existing national cleaner production efforts, and promote partnership links and foster dialogue between public and private institutions in Egypt concerned with cleaner production.” (UNIDO, 2011).

Due to the lack of information on the implementation period, the most recent year has been applied.


Building on local and international expertise, the ENCPC offers a wide range of services to the Egyptian industry. The services include technical assistance for Clean Development Mechanism (CDM) projects and for cleaner production. These comprise technology transfer and access to available financing packages. The ENCPC also provides assistance to industries to comply with national and international standards and regulations and environmental labels (e.g. OekoTex for textiles), (Environmental Management system ISO 14001, OHSAS) and quality labels (CE mark). Assistance with supply chain management, including corporate social responsibility (CSR, SA 8000), is also provided. Other examples include industrial waste management and recycling initiatives, assistance towards applying the new, service-oriented business model of chemical leasing to companies and implementing a series of training programmes. According to UNIDO (2008), in 2007 the ENCPC won “a joint tender from the World Bank/Egyptian Environmental Affairs Agency (EEAA)/EU Egyptian Pollution Abatement Project II, to perform Cleaner Production Audits and prepare a Cleaner Production Promotion Plan for a total budget of USD 220,000. Furthermore, The ENCPC has been assigned a project for the application of slag produced from iron and steel companies in road construction in Egypt.  The project is worth LE 1.375.000 per year. In total USD 23.115.334 has been generated for investments, 311 Egyptian and 186 foreign companies have been assisted.”
