According to ECLAC (2010), the key ministry in the area of energy efficiency in Ecuador is the Ministry of Energy and Renewable Energy (MEER). The Ministry develops energy efficiency programmes for industry, business and the government sector to facilitate energy efficiency audits, making it possible to assess energy consumption levels and to identify energy saving alternatives. Furthermore, the agencies and departments of the Central Public Administration are obliged to implement energy efficiency technologies along with training programmes on rational energy use for all employees. Moreover, to assume responsibility for the implementation of energy reducing measures, each government institution must establish a committee on energy efficiency. A 12-month compliance deadline for these requirements was issued in May 2009 (ECLAC, 2010).
