Energy Planning Unit
Policy measure

Government agency actions directed at energy efficiency efforts in Colombia are primarily implemented by the Special Administrative Unit, Mining/Energy Planning Unit (UPME) under the Ministry of Mines and Energy. The mission of the UPME is to realize the sustainable development of Colombia’s mines and energy sectors, formulate state policies and make decisions for the country by processing and analysing information (ECLAC, 2010).


Due to the lack of information on the implementation period, the most recent year has been applied.

Implementation

Encouraging, designing and implementing on a priority basis the plans, programmes and projects related to saving, conserving and making efficient use of energy in all areas of economic activity are the main functions of the UPME. It also undertakes efforts to disseminate information in this area (ECLAC, 2010).

Challenges

According to ECLAC (2010), the effective role of the Energy Division in promoting energy efficiency activities in Colombia is limited by the shortage of appropriate human resources required to meet the existing demand for activities of this type.
