Vice Ministry of Electricity and Alternative Energy Sources
Policy measure

According to ECLAC (2010) the purpose of the Bolivian Ministry of Hydrocarbons and Energy, established in 2006, is to formulate, evaluate, control, regulate, oversee and direct government policies on hydrocarbons and energy. Also established was the Vice Ministry of Electricity and Alternative Energy Sources, which was made responsible for implementing the National Energy Efficiency Programme (PNEE), improved in 2008.

Implementation

The purpose of the Vice Ministry of Electricity and Alternative Energy Sources is to identify political actions and execute projects intended to optimize the rational, efficient and effective use of energy. It also aims at fostering active participation of all national actors involved and to develop the PNEE in a multi sectoral manor, and therefore there is a need to undertake this with the interaction and contribution of all sectors. (ECLAC, 2010)

Challenges
No identified challenges.
Outcomes

This PNEE has two approaches to energy efficiency. One is on supply-side (Improvements in Operations, Better Ways of Producing, Alternative Sources) and the other is on demand-side (Rational Use of Energy, Energy Conservation and Energy Management). Along those lines, there are four basic areas in which sustainable development benefits will be seen: energy independence and sovereignty, economic benefits, environmental benefits and social benefits. The program also includes strategic principles, policy guidelines and cross-cutting activities. (ECLAC, 2010)
