Planned Establishment of ESCOs in Russia
Policy measure

According to APERC (2010), the Russian Ministry of Energy plans to establish a state energy services company, the “Federal Service Company” (OAO FESCO) and regional (municipal) public-private energy service companies (RESCO). Its objective is to create a network of ESCOs across Russian regions, their activities eventually covering the entire territory of the Russian Federation.


Due to the lack of information on the implementation period, the most recent year has been applied.

Implementation

The federal and regional ESCOs will only serve state-owned enterprises (APERC, 2010).
