The creation of networks between different stakeholders in industry, government, universities, trade associations, NGOs and others has shown to be an effective way of generating contact and thereby knowledge between the actors necessary to facilitate adoption of EE technology.

Governments can facilitate network building on industrial energy efficiency among firms, sector specialists, academia, industry associations, non-profits and other affected groups. Such networks can be especially important in developing countries, where industrial energy efficiency is a low priority among senior managers.
